On September 27, 2022, a group of 14 Mexican immigrants who had recently crossed the border stopped to rest in a rural area near Sierra Blanca, Texas. That is when they were encountered by Mike and Mark Sheppard, twin brothers, who were driving in the area. After encountering the immigrants, Mike and Mark stopped their vehicle, got out, yelled racial slurs at the immigrants, and began shooting at the group. As a result, they killed Jesus Ivan Sepulveda Martinez and injured Brenda Berenice Casias Carrillo. Jesus was from Ceballos, Durango and only 22 years old. He was immigrating to give his two daughters, one who is 3 years old and the other who is 6 months old, a better life. Brenda is also from Mexico and is currently hospitalized in El Paso. Her family has not been able to communicate with her since the incident. In light of these events, we create this petition to demand justice for Jesus, Brenda, and their families. Although Mike and Mark Sheppard were charged with manslaughter, they have already paid bail and are back on the streets. The fact these men will potentially get away with a slap on the wrist is an insult to the victims and their families. We therefore ask that local and state authorities elevate the charges against Mark and Mark and revoke their bail. We also ask that the federal government bring charges and investigate the matter as a hate crime. Justice must be served. Image of Mark and Mike Sheppard:
