The College Affordability Act is going to amend and strengthen the Higher Education Act of 1965 by tackling the rising cost of college and increasing federal student aid to provide every student the chance to earn a quality degree. The bill creates a federal-state partnership that drives states to reinvest in their public colleges and universities, increases the value of Pell Grants, and expands access to dual enrollment and early college high school programs. The College Affordability Act also makes student loans cheaper to take out, simpler to understand, and easier to pay off. The bill increases and permanently reauthorizes mandatory funding for Historically Black Colleges and Universities (HBCUs), Tribal Colleges and Universities (TCUs), and other Minority Serving Institutions. Finally, the bill revises accountability measures for IHEs (including for-profit IHEs), job training programs, college accrediting agencies, and lenders. In particular, the bill updates the performance goals of the Office of Federal Student Aid and requires the Department of Education to be responsible for the oversight of the office. This bill was introduced to the House of Representatives on October 15th, 2019, and has yet to have floor consideration. We have researched The College Affordability Act and have found that it will decrease the cost of college, improve higher education, and expand opportunities for all students. We as students are personally affected by this issue, as we will soon be a freshmen in college and are learning the ins and outs of college tuition. | |||||||||||||||
